Pay Your Admission Deposit

  • Your admission deposit secures your spot in the program. The admission deposit is non-refundable.
  • Please follow the steps below to pay your deposit.
      • VISA or MasterCard accepted only
      • A non-refundable convenience fee of 2.25% (CAD $11.25) will be added.
      • Effective March 1, 2022 the convenience fee will be 2.5% (CAD $12.50)
      • Payment is only via your ACORN account accessed by using your JOINid or UTORid

        We do not advise sharing your ACORN access information with anyone in order for them to make the payment, since that will provide access to view and change significant data in your official student record. You will assume all responsibility and risk for doing so. $500 in Canadian currency, payable online by Credit Card only via ACORNE-transfer/e-banking is not to be used for the deposit payment. Payment by a certified cheque (bank draft) or a money order is no longer possible due to COVID-19.

EXTREME CAUTION

        • Please follow these SPECIFIC instructions since they are for paying the deposit and differ from the instructions for paying the rest of your tuition.
        • Current UofT students, DO NOT try to pay the deposit by e-banking as you would pay tuition customarily, follow the deposit payment instructions specified.
        • DO NOT follow the menus in the ACORN system intuitively, please have these specific instructions with you when you are paying the deposit.

If you have not already done so, enable your JOINId; or use your existing UTORid if you are a current UofT student.

Log in to ACORN

In the DASHBOARD main display area, look for the block titled FINANCES

        • In that block, your ability to pay by credit card is enabled if it displays these specific lines of text:
          1. Outstanding Admission Deposit
          2. Master of Public Policy (MPP)
          3. with a value of $500
        • From that block select the button Make a Payment to proceed to the option to pay by credit card, then make the payment.

After the completion of the payment
You should receive two separate emails, to your email address on file in ACORN, with receipt of payment information. One email will be from UofT Student Accounts using the sender name ROSI Help, the other from Moneris, the agency which handles the payment transaction.

Verification of Receipt of Tuition Deposit at the University
Regardless of payment method, to verify that Student Accounts has received and processed the deposit:

From the Finances menu, select Financial Account, then go to Payment History or Account Details to view.

The payment is listed as Credit Card Admission Deposit with a value of $50

Send Your Official Transcripts

  • Before starting the program in September you must submit an official transcripts from all post-secondary institutions attended. Transcripts must be sent from the institution to us. We prefer e-transcripts (sent to mpp.admissions@utoronto.ca).
  • Hard copies can be sent to: Attn: Petra Jory, Program Officer, Master of Public Policy Program, Munk School of Global Affairs, 14 Queen’s Park Cres West, Toronto, ON, M5S 3K9
    Transcripts must be received no later than August 31, 2022.

Apply for a Study Permit/Co-Op Permit

  • International students should apply for a study permit/co-op work permit (for the internship) as soon as possible. When applying for a study permit, you have the option of also applying for a co-op work permit which will be needed for your summer internship. The letter provided in your SGS Offer Letter package can be used to apply for your study permit.
  • International students should contact MPP Internship Manager, Katie Boomgaardt katie.boomgaardt@utoronto.ca to ensure they have completed their co-op permit request correctly
  • For information on applying for a study permit please visit the Centre for International Experience’s website. CIE also has Immigration Advisors (isa.cie@utoronto.ca) who can help guide international students through the process of applying for a study permit.

Apply for Financial Aid

  • The MPP Program does not have an financial aid program. Domestic students may apply for provincial financial aid. Students from Ontario may apply for OSAP http://osap.gov.on.ca
  • Students from other provinces may apply for financial aid through their home province. More information can be found here.
  • Apply for a student loan from a banking institution. Most banks have a loan program specifically for students.
  • U.S. students may apply for loan programs offered in the U.S. More information can be found here.

Make a Budget

  • It is important for you to have a financial plan before starting the MPP program. The MPP program does not have a financial aid program. Students enrolled in the MPP program fund their degree through scholarships (if awarded), government loans (OSAP, U.S. Federal Direct Loan Program, etc.), bank loans, personal savings, and RAships and TAships. It is important you budget your finances before starting the MPP program to ensure you are able to afford the degree through its entirety. UofT has a Financial Planning Tool to help you plan your finances. In addition, The School of Graduate Studies has financial advisors for current MPP students.

Pay Your Tuition Fees/Defer Your Tuition

Get Your TCard/Activate Your UTORid

  • A TCard is your student photo ID. Your UTORid is your official University of Toronto log in (currently your JOINid) which you will use to access your utoronot.ca email and course materials on Quercus. Beginning May 1, 2022, you will be able to get your TCard/UTORid and utoronto.ca email through the TCard Office. Please consult the TCard Office websitefore more information.

Math-Stats & Econ Boot Camps

  • The Econ Boot Camp will be offered asynchronously in early/mid-August.
  • The delivery format of the Math-Stats Prep course will be announced by email. The Prep Course will take place in late-Aug. You will be required to write a diagnostic test upon completion of the Math-Stats Prep Course to assess your level of preparedness for the quant courses in the program. The date of the test will be released later this summer.

Look for Housing

  • The University of Toronto has a number of different listings for on and off campus housing. Please visit the Housing website for more details.
  • Grad House is University of Toronto’s residence for graduate students. Students must apply directly to Grad House for a spot. Please visit their website for more information.

Attend a Virtual Meet and Greet

  • During the summer we will hold regular virtual meet and greets for incoming students to answer any questions you may have about starting the program this Fall. Dates are TBD.

Look for TA and RA Positions

  • You can help supplement the cost of your degree through taking on a position as a Teaching Assistant or Research Assistant. Teaching assistants at the University of Toronto are unionized and often go to students pursuing PhD programs as part of their funding packages. However, there are lots of positions available to other graduate students during the academic year. To view current TA positions click here.
  • The MPP program offers Research Trainee positions for students who want to work directly with MPP faculty. Beyond these positions there are formal Research Assistants with other faculty across the University. RA positions and other paid research options can be found on the CLNx job postings site.

MPP Program Admission Requirements

Minimum Program Requirements

The following outlines the minimum requirements for admission to the MPP program at the University of Toronto. Additional admission requirements for international applicants (that is, applicants who completed their admitting degree outside of Canada) can be found in the ‘International Students’ section. Applicants who completed their admitting (bachelors degrees) outside of Canada, are to refer to the admission requirements on this page, and contact mpp.admissions@utoronto.ca with questions.

  • A four (4) year Bachelor’s degree (or equivalent as recognized by University of Toronto).
  • A minimum CGPA of a B and a minimum Grade Point Average (GPA) of a B+ standing in the final year of undergraduate studies (3.3 out of a possible 4.0 grading scale). Please note that Admissions selection to the MPP program is competitive and meeting this minimum requirement does not guarantee admission. (Final year grades, often seen as final 300+ series courses, are based on the last five (5) Full Course Equivalent or ten (10) half course equivalents.)

Please note that prior to starting the first year of the MPP, the Munk School offers an in-depth, in-class Math & Statistics Prep Course. Details regarding the prep course are available to incoming students in the summer before their first year. While participation is voluntary, students are encouraged to attend.

Applicants who Completed their Undergraduate Degree Outside of Canada (Int’l Applicants)

GRE General Test Score
Applicants who completed their undergraduate degrees (the admitting degree for the MPP program) are required to submit a Graduate Entrance Exam Score for the GRE General Test. Please visit the GRE General Test webpage on the Educational Testing Service (ETS) website. Pleas contact the MPP admission office (mpp.admissions@utoronto.ca) should you have any questions regarding the GRE test.

Degree Equivalence
If you have obtained your educational credentials at an institution outside of Canada, they will be assessed for equivalence with a University of Toronto degree by the School of Graduate Studies. (Please refer to the SGS International Degree Equivalencies Tool to assess your credentials.)

Proficiency in English
As English is the primary language of instruction and communication at the University of Toronto, applicants must demonstrate an adequate level of proficiency in English, regardless of their citizenship status or country of origin. It is important that these students follow SGS’ policies on ELP testing requirements and take one of the required tests for admission to a graduate program. How Do I Apply?

1. Log in to the https://admissions.sgs.utoronto.ca/apply/

  • If you are a first-time applicant, click the link to Create an Account to begin your application. You will receive a verification code via email as part of the account creation process. After entering your verification code, you will create a password for your account.
  • You may save and return to the application at any point in the process.
  • You will be required to enter information for [# of referees] referees. Your referees will automatically receive a notification email that they have been requested to complete a reference for your application, along with instructions to submit their reference letter in the application system.
  • If you need to change your referees, please get in touch with the graduate administrator.
  • If you need to send a reminder email to your existing referees, you can do so through your applicant portal after submitting your application.
  • To view the status of your application, including outstanding requirements, please log in to your account to view your applicant status portal.
  • You can upload application materials, including unofficial transcripts, statements of intent, writing samples, and more, through your applicant status portal after submitting your application.

You should also note the following:

  1. Provide the biographical and education information requested.
  2. Be prepared to submit institutional contact information and an institutional e-mail address for at least TWO referees. Be sure to inform your referees that you are applying to the MPP program, and that the University of Toronto, School of Graduate Studies will be contacting them by email.
  3. Submit your application fee of $125 Canadian dollars (online payment is the only method of payment). The application fee is required, non-refundable, and non-transferable. Please note that your referees will be contacted only after SGS receives payment for the online application.
  4. Arrange to submit digital copies of official transcripts from each post-secondary institution that you have attended. Hard copies of your official transcripts will be required if you are offered admission to the program.
  5. Be aware of the deadline dates for application and documents for Fall 2023:

January 25, 2023 Fall 2023 MPP Admissions and Online applications close.

January 31, 2023 Deadline for receipt of supporting documentation and reference letters, either submitted digitally or in hard copy, for Fall 2023 applications.

MPP 2023 Program Application Check List - Five Application Components

The following five (5) supporting documents must be submitted to complete your application:

1. MPP Online Application form

Applications to the MPP Fall 2023 program offered by the Munk School of Global Affairs and Public Policy must be submitted to the School of Graduate Studies (SGS), University of Toronto, via the online application, link: https://admissions.sgs.utoronto.ca/apply/.
There is an application fee of $125 Canadian Dollars that is charged to all graduate applicants.

Applicants are encouraged to review the School of Graduate Studies Admissions FAQ page prior to beginning the online application for answers to questions that may arise, regarding the online application process.

*NOTE: The section “Proposed Area of Study” is a very small field where you may briefly list your policy field(s) of interest. It does not replace the Statement of Purpose, and is of low importance to the overall application.

2. Statement of Purpose

The statement of purpose is the applicant’s opportunity to convey to the Admissions Committee information that cannot be found in transcripts, letters of recommendation, or in a current resume or curriculum vitae. It should clearly explain the applicant’s reasons for wanting to pursue a Master of Public Policy, areas of policy interest, and why the Munk School of Global Affairs and Public Policy, in particular, is the best place to explore these interests. The statement should be approximately 500 words and should demonstrate the applicant’s ability to write effectively and communicate clearly.

& Optional Diversity Statement

The Munk School of Global Affairs and Public Policy is strongly committed to diversity within its community. 3. Resume or Curriculum Vitae

A current resume or curriculum vitae must be submitted that highlights any relevant voluntary sector experience, employment history, and academic or professional awards of achievement.

4. Letters of Recommendation

Two (2) letters of academic recommendation are required and should be from faculty members in the major discipline(s) of undergraduate study. Applicants may submit up to an additional two letters of reference, which may come from other sources (for example, from an employer or volunteer organization).

We encourage applicants to submit letters of recommendation electronically. In order to do so, institutional e-mail addresses will be required – the system will not accept electronic references from ‘anonymous’ domains such as @gmail.com, @yahoo.com, @hotmail.com, etc. Please see the online application for further instructions.

Please note that referees will be notified to provide a letter of support only after the online application fee has been processed. Hard copy letters of recommendation are also accepted and should be mailed directly to the Munk School of Global Affairs and Public Policy (see address below). Please note that the Munk School does not have any special forms or a template that it uses for the letter of recommendation.

5. Transcripts

Please submit a digital copy of a transcript from your undergraduate degree-granting institution (digital transcript submission instructions are below), in addition to transcripts for any additional coursework or advanced degrees that may aid the applications review committee in making their admissions decisions to the Munk School of Global Affairs and Public Policy (see address below).

Admission to the MPP program requires a four-year bachelor’s degree, with a minimum cumulative Grade Point Average (CGPA) of a B and a minimum GPA of B+ overall standing in the final year of undergraduate studies, or its equivalent, from a recognized university.

Official copies of your transcripts will be requested if you are offered admission, but are not required for your application.

International Applicants – Please see the section International Applicant Requirements for more information on the additional required supporting documents (English Language Proficiency Test score, GRE Test score, and academic transcript translation.)

Digital Transcript Submission Instructions

All applicants are required to upload one electronic or scanned transcript from each post-secondary institution attended. Scanned copies of transcripts must be up to date and must include the transcript “legend” which is usually printed on the back of the paper transcript. The admissions committee will make its decision about your application based on this scanned transcript. Please ensure that the file is complete and readable before submitting.

The following option applies to transcripts from Canadian universities only: In lieu of a scanned copy of a paper transcript, applicants may upload a .PDF file of their academic history from their university’s student web service. Printing to pdf directly from your web browser is ideal; if this is not possible you may copy and paste the information into a word processing program and print to pdf from there. Where possible, the file should include the university’s grading legend and your name. Some universities do not include the same information on the student web service as they do on the transcript (e.g., class size or average). If the admissions committee determines that the file is incomplete you may be asked to submit a copy of the transcript instead.

All supporting documents can be uploaded to the online application system, and this is the preferred submission method.

Technical Requirements

  • Please scan your transcript in gray-scale at the lowest dots per inch (dpi) setting that results in a legible document. We recommend 72 dpi whenever possible.
  • The file must be in .PDF format. Image files, such as those in .jpg or .bmp formats, must be converted to .PDF before uploading.
  • The file size of each scanned transcript file to be uploaded must not exceed 3 megabytes (Mb).
  • If a transcript from a single institution has multiple pages, it must be scanned into a single PDF document before uploading. You will not be able to upload transcript pages individually.
  • If your transcript is double-sided, please be sure to scan the front and back of each page.
  • The transcript legend (usually printed on the back of a paper transcript) must appear at least once for every scanned transcript submitted.
  • Scanned documents must be clearly legible and print on standard CDN/U.S. 8 1/2″ x 11″ paper.
  • Do not upload a document that is password-protected or that contains macros.

Students interested in the combined JD/MPP program may apply to both programs simultaneously before starting the JD program or in the Fall term of their first year of the JD. Master of Public Policy (MPP) 2023 Admissions Timeline

Online applications will open mid-September 2021 and must be completed by January 25, 2023. All supporting documents, either submitted digitally or in hard copy, must be uploaded or received in our office by January 31, 2023.

Once all applications have been reviewed, MPP-Munk will begin making offers of admission. First round offers are typically made early/mid-March, and admissions continue in rounds until the class is full, at which point unsuccessful candidates will be notified by e-mail. All Admissions communications will be done via e-mail, with prepared offer of admission packages sent in PDF format.

Please note that every year the Munk School receives over 600+ applications for the Master of Public Policy program (MPP). Additionally, MPP-Munk sets a “late” submission deadline (as compared to other policy schools in Canada) for the program application and components, so as to allow 4th year undergraduates an opportunity to upload their academic transcripts from Fall term previous, in order to capture course grades from their most recent semester of studies.

Applications to the MPP must be submitted to the School of Graduate Studies (SGS) through the online admissions application, which is housed on a secure server in the University of Toronto. Once you access the SGS online admissions application and enter your contact information, an applicant identification number and a password will be emailed to you. You can leave and return to your application at any point until you move to the application fee payment stage. At that point you can return to check on the status of this application, including whether we have received your supporting documents.

Payment of your application fee ($125) must be received by the School of Graduate Studies (SGS) before we will consider your application. You may pay online by VISA or MasterCard. We are unable to consider any requests to waive the application fee.

International Students

The Munk School of Global Affairs and Public Policy receives a large number of high quality applications from international students each year for a limited number of spaces. Funding from the University of Toronto (including teaching and research assistantships) for international students is limited and is only available to a few outstanding international students. Therefore, international students must have sufficient funds to support their study in Canada. Successful applicants to the MPP prgram are notified towards the end of March.

NB: International students are not the same as international applicants. International students require a study permit for study in Canada, while international applicants may not, as they may be Canadian/ Permanent Resident status, having completed their admitting degrees from institutions outside of Canada.
International applicants must complete all of the requirements listed above that includes the five supporting documents (MPP online application form and application fee, Statement of Purpose, Resume or Curriculum Vitae, Letters of Recommendation, Transcripts).

In addition, International applicants must submit an English language proficiency test score, GRE General Test score and a translation of transcripts from non-English speaking universities.

English Language Proficiency Requirement
A major requirement is that each applicant not only be fluent in conversational, day-to-day English, but also be able to handle the technical reading and writing requirements of our program. Unless international applicants have completed their undergraduate degree from an institution where English was the primary language of instruction, they must also submit the results of the Test of English as a Foreign Language (TOEFL), the Michigan English Language Assessment Battery (MELAB), or the International English Language Testing System (IELTS). These results must be less than two years old. International applicants must obtain a satisfactory score on one of these tests, which are administered in numerous overseas areas. Please note that a high level of English language proficiency is required to be successful in the MPP program.

  • Please Note: Applicants who have completed programs of study at recognised universities in the following list of countries, are not required to provide proof of English language proficiency: Australia, Barbados, Botswana, Ghana, Guyana, Hong Kong, Ireland, Jamaica, Kenya, Lesotho, Liberia, Malawi, Malta, Namibia, New Zealand, Nigeria, Papua New Guinea, Sierra Leone, Singapore, South Africa, Swaiziland, Tanzania, Trinidad and Tobago, Uganda, United Kingdom, United States of America, Zambia and Zimbabwe (For more information on Exemptions, please refer to the English Language Proficiency Testing webpage and scroll to the bottom of the page).

GRE General Test Score requirement

International applicants are required to submit a GRE General Test score. Please visit the GRE General Test webpage on the Educational Testing Service (ETS) website.

The GRE General Test score provides the MPP admissions committee with an additional component of information regarding the strength of your candidacy and suitability for studies in the field of public policy. The relative strength of a test result is evaluated within the context of the entire application.

Transcript Translation
All transcripts that are not in English or French must include a translation with each copy of the transcript. All other application materials must be submitted in English, including letters of recommendation.
