Bio

Enid Slack is the Director of the Institute on Municipal Finance and Governance (IMFG) at the Munk School of Global Affairs and Public Policy at the University of Toronto. IMFG focuses exclusively on the fiscal health and governance challenges faced by large cities and city-regions in Canada and around the world.

Enid holds a Ph.D. in Economics from the University of Toronto. She has written numerous articles and book chapters on metropolitan governance, intergovernmental fiscal relations, property taxes, municipal fiscal health, and financing municipal infrastructure. Recent co-edited books include Financing Infrastructure: Who Should Pay; Governance and Finance of Metropolitan Areas in Federal Systems; Measuring Urban Fiscal Health; and Funding the Canadian City.

 In addition to writing, Enid has taught courses in urban public finance and the political economy of global cities. She consults with governments and international agencies such as the World Bank, IMF, UN Habitat, Asian Development Bank, the Inter-American Development Bank, the International Growth Centre, and the Forum of Federations. In 2012, Enid was awarded the Queen’s Diamond Jubilee Medal for her work on cities.
