SPPG Director Peter Loewen questions the common understanding of democracy in this article in the Ottawa Citizen.

Professor Loewen looks at Christopher Achel and Larry Bartels’ work on elections in the U.S. This work suggests that democracy is not as straightforward as once thought, thus putting the effectiveness of democratic reforms into question.

Peter Loewen is the Director of the School of Public Policy and Governance and Associate Professor of Political Science at the University of Toronto. He works on questions of elite and citizen behaviour and the role of technology in improving governance and representation. He has published in leading journals of political science, economics, and general science. He regularly engages in public debate, including a biweekly column in the Ottawa Citizen.
