Co-authored by University of Toronto professors Matti Siemiatycki and Drew Fagan, this report outlines the complex planning context regarding transit-oriented communities, including the Ontario government’s recently passed Transit-Oriented Communities Act. The authors set out the three “Ds” – density, diversity, and design – as core to solving the “Rubik’s Cube” of multi-stakeholder challenges that continue to bedevil transit-oriented communities. The paper draws on current research and best practices to set out policy recommendations that can help the government take better advantage of public transit investments to create liveable and sustainable transit-oriented communities. Recommendations include: (1) create new venues for collaboration; (2) use all available policy levers to realize social value; (3) develop community hubs at the heart of transit-oriented communities; (4) engage widely and explore innovative models of ownership and governance; and (5) seek intermediate uses and high-quality design.
