Colette Nyirakamana

Biography
Colette Nyirakamana is a senior research associate with the Local Government Revenue Initiative (LoGRI). Colette has served since 2020 as program lead of the African Property Tax Initiative at the International Centre for Tax and Development, where she was in charge of supporting ICTD-funded researchers, leading research projects, engaging with key stakeholders and advising governments in the design of property tax reform efforts in Gambia, Benin, Cameroon and Nigeria. Her research expertise is in fiscal decentralization and fiscal autonomy building in African cities. She holds a PhD in comparative public policy from McMaster University, and a MA in public administration and BA in political communication from the Université de Montréal.
