Bill Hughes

Biography

Bill Hughes is currently the Commissioner of Finance and Treasurer for the Regional Municipality of York, where he is responsible for fiscal strategy, budgeting, treasury activities, controllership, procurement, and information technology services.

Before joining York Region, Bill was Assistant Deputy Minister of Infrastructure Policy and Planning in the Ontario Ministry of Infrastructure. He spent many years in senior positions in the Ministry of Finance and was involved in approximately twenty provincial budgets.

Bill has an M.B.A. from the Schulich School of Business and a Master’s in Environmental Studies from York University. He has also completed an executive course in change management from the Rotman School of Business and the Non-Profit Governance Essentials course from the Institute of Corporate Directors.

He is a member of the Board of the Move Ontario Trust and a member of the Canadian Institute of Planners.

Bill has wide-ranging policy interests, including public sector financial sustainability, infrastructure policy, regional development the economics of water, demographics and inter-generational equity, the social determinants of health, and organizational change management.
