Ian Clark

Biography

In June 2018 Clark retired as Professor at University of Toronto’s School of Public Policy and Governance where he developed the Atlas of Public Management and taught courses on leading change, governance and institutions, and policy implementation. He came to the school in 2007 after nine years as President of the Council of Ontario Universities. Clark had previously served on the executive board of the International Monetary Fund and in six different departments in the Government of Canada, including as Deputy Secretary in the Privy Council Office, Deputy Minister of Consumer and Corporate Affairs, and Secretary of the Treasury Board.

Clark received a BSc from the University of British Columbia in 1966, a DPhil from Oxford in 1969, an MPP from the Harvard Kennedy School in 1972, and an Honorary Doctor of Laws from the University of Victoria in 2008. He has written on a wide variety of topics in public administration and higher education policy. His CV and publications can be found at www.ian-clark.ca.

Clark is a Distinguished Fellow at the Munk School of Global Affairs and Public Policy in the University of Toronto, a Senior Fellow at Massey College, and an Adjunct Professor at the School of Public Administration in the University of Victoria. He is a member of the editorial advisory board of the Canadian Public Administration and a member of the Order of Canada.
