Biography

Pam is a Senior Fellow at the Munk School of Global Affairs and Public Policy where she provides guidance and mentorship to students and works to connect the School with the broader policy community.

Pam was a co-founder of the School’s graduate program in public policy and governance including developing new curriculum, designing the policy internship component and building new relationships with other universities, governments, business and the non-profit sectors. For over 10 years she co-ordinated and taught the policy implementation strategy seminar and was faculty advisor for several signature student leadership initiatives.

Prior to joining the university community, Pam’s extensive career spanned local and provincial government.  With the Government of Ontario, she served in various senior leadership roles including Deputy Minister, Citizenship and Immigration and Deputy Minister responsible for the Ontario Women’s Directorate and for the Seniors Secretariat and, before that, Assistant Deputy Minister in central agency and line ministry portfolios.  Pam has broad experience in public policy development and public service delivery reform and is active in community organizations addressing problems of poverty, homelessness, addiction and mental health.  She has an Honours B.A. in Sociology from McMaster University and an M.Sc. in Urban and Regional Planning from the University of Toronto.  She was inducted into the McMaster University Alumni Gallery in 2008.
