Munk School of Global Affairs and Public Policy Professor Yaprak Baltacioğlu has been named as Carleton University’s 12th Chancellor.
Baltacioğlu, a Carleton alumna, will continue to teach in the Munk School’s Master of Public Policy program, sharing insights from her distinguished career in public service. Baltacioğlu has 29 years of experience within the federal government, most recently as Secretary of the Treasury Board from 2012-2018. Throughout her career, she has shaped policy, directed programs, overseen operations and influenced government affairs at the highest levels.
A respected negotiator, Baltacioğlu led collective bargaining for 200,000 core public service employees. She spent three years as Deputy Minister of Transport, Infrastructure and Communities where she played a key role in administering the government’s stimulus package following the 2008 economic crisis; two years as Deputy Minister of the Department of Agriculture and Agri-Food; and almost five years at the Privy Council Office as Deputy Secretary to the Cabinet (Operations) and Assistant Secretary to the Cabinet. Earlier in her career, Baltacioğlu held executive level positions at Agriculture and Agri-Food Canada and Environment Canada, where she led international climate change negotiations.
Baltacioğlu has twice been recognized by the Women’s Executive Network as one of Canada’s Top 100 Most Powerful Women and was recently been honoured by the Public Policy Forum. She has earned multiple honours for her contributions to public service, including Carleton University’s Bissett Alumni Award for Distinctive Contributions to the Public Sector, the Queen Elizabeth ll Diamond and Jubilee medals and the 125th anniversary of the Confederation of Canada medal.
Baltacioğlu, whose duties as chancellor begin immediately, succeeds outgoing chancellor Charles Chi. An official installation ceremony will take place at Carleton University’s 2019 spring convocation.
