ABSTRACT

The state of Jalisco and more specifically its capital Guadalajara is a technology hub in Mexico: it is one of the largest and most advanced centers for electronics manufacturing, and many global IT companies have development operations here. However, the innovation capacities of the state are far from being fully developed. There are few indigenous companies that have had large successes creating innovative products. The Ministry of Innovation, Science and Technology of Jalisco, a newly created agency, is seeking to promote the growth of the innovation ecosystem, bolstering the regional strengths and potentials with a series of policies and projects. While some of the early results are encouraging, there are many open questions on how these policies and projects can and should be implemented in practice, and how to take them forward in the future.

 

BIO

Ruy Cervantes is Director of Information Society and Knowledge Economy the Ministry of Innovation, Science and Technology of the State of Jalisco. He is developing programs to develop a stronger culture of technology and social innovation in the state. These programs create strong linkages between government, companies, academia and organized civil society including communities of innovators and technologists.

 

He received a Ph.D. in Informatics from UC Irvine, doing a study of the Mexican startup community, and how this community is developing a culture of innovation in Mexico. He is an active participant in the startup community: co‐founder of HackerGarage, the first hacker space in Guadalajara, and organizer of Startup Weekend.
