Carley is a doctoral student in the Department of Political Science at the University of Toronto. As a research assistant for the Environmental Governance Lab, her work has focused the justice and equity dimensions of decarbonization.

Prior to EGL, Carley was a Research Analyst at the World Resources Institute where she developed standards for city climate ambition, as well as guidance on inclusive climate action planning for cities. She holds an M.A. in Global Environmental Policy and a B.A. in International Studies, both from the American University, Washington, D.C.
